First built in Qing period as part of ""open the mountains, tame the savages"" campaign in the 1870s, the Suao-Hualian Highway fell into disuse and disrepair by the 1890s. The entire length of the highway was restored in under orders from Governor General Sakuma in 1916, following Japan's defeat of the Taroko Gorge tribes. This work was completed in 1925; a second widening period was competed in 1931 (Matsumoto 1996, p. 153; Nihon chiri taikei 1930 p. 184-85).
